Study and survey on: “Fair Labour Mobility in the EU: Territorial Impacts on Regions and Cities”
1. Introduction
The European Committee of the Regions (CoR) is committed to respecting and protecting your personal data in accordance with Regulation (EU) 2018/1725 (EUDPR).
Your personal data may be collected and processed for the elaboration (before, during and after) of the study under the name: "Fair Labour Mobility in the EU: Territorial Impacts on Regions and Cities." Any data contributing to the report will be anonymised, ensuring that respondents cannot be identified.
2. Who is responsible for the processing of personal data?
The CoR is responsible (as controller) for the processing of your personal data. The responsible service (delegated controller) is Directorate for Legislative Work II – Unit C3, SEDEC commission (email address: studies@cor.europa.eu).
The processor of the personal data, responsible for conducting this study on behalf of the controller is Wiener Institut für Internationale Wirtschaftsvergleiche (WIIW). This processor acts on behalf of the controller and under its instructions.
3. What is the purpose of the processing?
The delegated controller and the processors collect and process your personal data for the purpose of supporting the preparation of the above-mentioned study. In particular, the processors assist the Committee of the Regions (CoR) in the development of studies by conducting surveys and online questionnaires and analysing the responses collected.
You have received an invitation to participate in this survey because you consented to be included in the contact database managed by the delegated controller, the SEDEC Commission of the CoR.
Participation in the survey is entirely voluntary. However, your consent to the processing of your personal data and the information you provide is required in order to participate. Without such consent, it will not be possible to complete or submit the survey.
The results of the survey will be used exclusively in an anonymised form for the purposes of the study, and no individual participant will be identifiable in the published results.
4. What is the legal basis for the processing?
The legal basis for the processing of personal data is Article 5.1.d of the EUDPR, according to which: 'the data subject has given consent to the processing of his or her personal data for one or more specific purposes'. In addition, the legal basis for the processing of personal data is Article 5(1)(a) of the EUDPR, according to which 'processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the Union institution or body'.
5. What personal data is processed?
The following personal data may be processed:
- First name, last name
- Country
- E-mail address
- Organisation
These above-stated personal data may be collected for the purposes of managing participation in the survey, preventing duplicate responses, and, where applicable, communicating with participants.
These identifiers will not form part of the dataset used for the study. Before the responses are analysed and incorporated into the study, they will be anonymised so that participants can no longer be identified. Only anonymised results will be used and published.
6. Who are the recipients or categories of recipients of your personal data?
Your personal data will only be accessed by:
- CoR staff managing the study (during and after its implementation), namely Unit C3, SEDEC commission (delegated data controller).
- Staff from WIIW (data processor) responsible for managing the survey.
7. Are your personal data transferred to a third country or international organisation?
No, your personal data are not transferred to non-EU Member States or to international organisations.
8. How can you exercise your rights?
You have the right to access your personal data, to rectify any inaccurate or incomplete personal data, to restrict (under certain conditions) the processing of your personal data, to request the deletion of your personal data (if processed unlawfully) and, where applicable, the right to data portability.
You also have the right to withdraw your consent at any time. Please note that withdrawal of consent will not have retroactive effect.

Your query will be dealt with without undue delay and in any event within one month of receipt of the request. That period may be extended by two further months when necessary.
You have the right to lodge a complaint with the European Data Protection Supervisor by using the contact form if you consider that your rights under Regulation (EU) 2018/1725 have been infringed as a result of the processing of your personal data by the CoR.
9. How long are your personal data kept for?
Your personal data will be kept for 6 months from the delivery of the final report of the study (estimated delivery date: 15-12-2026).
Any data contributing to the report will be anonymised, ensuring that respondents cannot be identified.
10. Are the personal data collected used for automated decision-making, including profiling?
The CoR will not use your personal data to make automated decisions about you. "Automated decisions" are defined as decisions made without human intervention.
11. Will your personal data be further processed for a purpose other than that for which data have been obtained?
Your personal data will not be further processed for different purposes.
